Senior International Tax Administration & Digital Solutions Expert, USAID/Bosnia and Herzegovina Fiscal Reform Activity

Background

DAI is seeking qualified candidates for the role of Senior International Tax Administration & Digital Solutions Expert on the 5-year, $12M USAID-funded Fiscal Reform Activity in Bosnia and Herzegovina. The purpose of the Activity is to build on and expand fiscal sector reform to increase efficiency, reduce tax compliance costs, and align the country’s regulatory framework with international and European changes in the international tax environment. The achievement of overall purpose will be measured by the number of internal processes improved and optimized, the number of business-facing services improved and digitized as well as the number of legislative acts adopted to align the country with the international tax best practices. The Activity has five components:

  1. Produce analysis, reports, recommendations for tax administrations.
    1. Implement recommendations produced under component 1.
    1. Improve operational efficiency, efficacy and capacity of three Tax Administrations and competent Ministries of Finance at state and entity-levels.
    1. Improve direct tax legislative framework.
    1. Reduce the number of parafiscal fees.

Key Duties and Responsibilities

The Senior International Tax Administration & Digital Solutions Expert will be a key member of the project leadership team. S/he will support the Chief of Party (COP) in the management of the technical components of the Activity and will ensure that activities are results-oriented, that deliverables are high quality, and that reporting is relevant and timely. S/he will develop and manage relationships with key stakeholders and guide technical staff towards achieving project results. Other responsibilities include:

  • Provide day-to-day leadership and management oversight of all tax administration and IT activities.
  • Oversee application of the project’s Tax Administration Diagnostic Assessment Tool (TADAT) and other assessment and implementation tools.
  • Provide technical assistance, advisory support, and facilitation to key partners.
  • In collaboration with the project team, design open calls and oversee grantee activities.
  • Directly supervise the Tax Administration Advisor as well as other long-term and short-term experts and subcontractors.
  • Other duties, as assigned by the COP.

Required Qualifications

  • Bosnian citizenship or permanent resident status, legally authorized to work in BiH.
  • Bachelor’s degree in public administration, information technology, systems engineering, economics, international relations, political science, or a related field; master’s preferred.
  • At least 12 years of progressive professional experience, with demonstrated expertise in public financial management (PFM), tax policy, or tax administration.
  • Expertise developing software and hardware solutions for private and/or public sectors.
  • Experience working with donor-funded projects and grants mechanisms preferred.
  • Excellent relationship-building/maintenance and communication skills.
  • Ability to build government capacities and develop outreach and advocacy strategies.
  • Experience implementing complex activities in politically challenging and unstable environments.
  • Excellent attention to detail and proven capacity to carry out multiple tasks concurrently.
  • Adaptability in responding to changing priorities and needs.
  • Excellent communication, negotiation, and leadership skills.
  • Professional proficiency in Bosnian and English.
